Randy Starkey

Lead Pastor






I became a Christian in 1973 at the age of 23. I am a graduate engineer from the University of Missouri at Rolla, and had no plans of going into the ministry, or of being a Pastor, but the Lord had different ideas! In 1974 I realized God was calling me into the ministry. Leaving my engineering job for an uncertain ministry future was a bit scary, but God has faithfully provided and guided and blessed.

I went to Bible School with a deep hunger for the Word of God, and kept searching the Scriptures to understand and learn more about salvation and what Jesus had done for me. My inquiring engineering mind wanted to understand as much as possible! To this day, my ministry is marked by not only preaching, but teaching to help God's people know Him and understand His ways and to learn how to experience His victory in life.

In my early days of ministry I was involved in youth ministry. As my call to Pastor became clearer, I eventually became involved in helping to found Victory Church in 1983 together with Terry House. Pastor Terry retired in 2017 and I am now the sole Lead Pastor at Victory Church.

I have a marvelous wife Mary Jo of over 35 years, and we have 4 wonderful children. A married daughter who is an ORU grad who married another ORU grad have given us 2 grand kiddos, a son who completed 6 years as a Navy Seabee and is now a professional firefighter in Chicago (his arms are as big as my legs!), an adult autistic son who is very special, and a teenage adopted daughter from Slovakia who played High School and College basketball and loves sports and is a great sparkplug! (We love adoption and would go get a few more if we were a tad younger!)

For recreation I (and Mary Jo!) love to hike, bike, walk, mountain climb in Colorado, ski (water or snow!) and scuba dive.

I love God's people, His Church, and I love seeing people find the joy of coming to know Christ and experiencing all He has for their life. I love studying the Bible, theology, and leadership, and helping people to know they can be "victorious leaders in life" and make a difference in their world!

Mary Jo Starkey





From as early as I can remember, I have loved God, but I did not hear the gospel or accept Jesus as my Savior until age 15. I graduated from St. Olaf College in Northfield, Minnesota with a bachelor’s degree in secondary English and German education. During my junior year, I studied and worked in West Germany which was a great adventure with the Lord! I met my husband Randy while attending Bible college and we were married five years later in 1980 while working with a youth ministry. One of the greatest joys of our lives has been raising our four children. Lori married Jonathan Barber in 2005 and we now have two beautiful grandchildren! It’s an amazing blessing to be a parent and a grandparent! Our son Landon was a Navy Seabee for five and a half years. He graduated from a fire academy in Chicago, has his EMT and is currently attending paramedic school. Our autistic son Luke remains the sweet-natured, patient guy he has always been. Raising him has presented constant challenges, but the Lord has helped us overcome every one on a daily basis. Our daughter Ivana is attending Jefferson College. She loves sports and is constantly growing and learning in many ways. We are so thankful for God’s wisdom, help, and encouragement to raise our children and bless our marriage. Randy and I have a heart for the family of God and we are thankful He has allowed us to be a part of Victory Church.

Associate Pastor





I became a Christian in 1987 at age 20 in Buffalo, NY where I grew up. In 1988 after receiving a call to ministry, I moved to Jacksonville, FL, where I attended a 2 year missions and leadership bible school called Christ To The World Bible College. While attending CTW, I met my wife Christy. We were engaged in Jacksonville and we moved to St Louis which was her home town and were married on February 9th, 1991. In 1994 we went on staff at her home church as the youth pastors of Victory Church. What a journey ever since ministering into the lives of teens. Over the years, we have had the privilege of bringing hundreds of teens to camps, retreats, mission trips, discipleship classes, and Wednesday night services. We have ministered to other youth ministries, done overseas training for youth ministry, and built our church’s Vital Connection youth center. Christy and I have 4 boys, Benjamin, Micah, Caleb, and Nathaniel.

I became a Christian at the age of 12 and then in my early 20’s became really hungry for God. At age 21 I moved to Florida to attend Christ to the World Bible Training Center in Jacksonville. During that time I met my amazing husband Ron and God called me into full time ministry. Soon after finishing Bible College we moved to St. Louis and were married. I worked for CTW St. Louis for a couple of years along side of Ron and then he became Youth Pastor at Victory Church in 1994. During this time we also began our family and now have 4 wonderful sons; Ben, Micah, Caleb and Nathaniel. We enjoy having them with us in the ministry and they are a tremendous blessing to us.

Kim Boyd

Daycare Director



I started attending Jefferson College in 1983. While going to college, I did my work study program at the Jefferson College daycare center. I have had a heart for childcare every since. I am the Director of Victory Children’s Center. I started working for the children’s center in the fall of 2001. I started out as the lead teacher in the three year old classroom. As time went on God quickly had other plans for me to take on the role as Assistant Director. I have loved seeing how God has worked in my life and the life of Victory Children’s Center. Because of the word of mouth from our wonderful parents and dedicated teachers, our center has always remained full. I give God all the glory for always having a full capacity. It is a honor to be able to serve God is the ways of blessing our parents, children and teachers everyday while they are here.

On a personal note, I've been married to my wonderful husband since August of 1990. We have 3 wonderful children Blake, Kaili and Kelsey that God has blessed us with. We have been part of Victory Church since 2005 and love serving in our church.

Shirley Winford

Care Pastor



I accepted the Lord in my 20’s and began an exciting life long journey with Him. My husband of 41 years (who is now in heaven) and I have a married son, Scott and a daughter, Debbie and five wonderful grandchildren. Children have always had a special place in my heart. Victory Church had a school where I was a teacher and later became the principal. My husband and I helped start the Children’s Church which I continued to pastor for many years. Presently, I am the Care Pastor visiting and praying for the sick and counseling those in need. To help meet some of these needs I started a program called Cleansing Stream which disciples and helps heal people. I have gone on many short mission trips to Costa Rica, Fiji and Haiti and am now helping the Griffith’s on their mission trips to Jamaica. In the summer I like being outdoors working in my garden and yard, swimming or hiking. I like decorating, reading, sewing and learning new things. I want to be a support to our pastors and help Victory meet the needs of the people in our church and the community. Life is always an adventure!

Steve Williams

Family Pastor



Steve Williams has been attending Victory Church since 1984. He gave his heart to the Lord as a young man in the Methodist church he grew up in and then renewed his commitment to the Lord in 1980. He has served in numerous ministries at Victory. Steve served as the worship pastor for over 12 years, before moving into his current role as Family Pastor. Steve earned his masters degree in counseling from Missouri Baptist University. Steve and his wife Jean teach pre-marital classes at Victory and have a passion for building strong marital relationships, with the Lord as their foundation. Steve loves to meet with couples and individuals to help strengthen marriages and relationships. Steve and Jean have been married for over 30 years and have three grown children. Tyler is married to Katie. They have one daughter Delaney. They live in Ballwin and cheer on the St. Louis Rams where Tyler is a trainer. Katie works as a physicians assistant. Jordan is married to Ashley and they have one daughter as well, Lola. They live in Monett, Mo. Jordan is a school counselor and Ashley is a teacher. Chelsea graduated from Webster University on December 2012. She works in a large advertising agency. Steve enjoys spending time with his family, fishing, hiking and anything outdoors.

Sam Keich

Worship Pastor/Production Director



Pastor Sam Keich was raised in church and became a follower of Jesus at a very young age. Over time, his relationship with Christ grew colder and colder. At the age of 16, he recommitted his life to Christ at a Victory Church youth service, and has been going non-stop for the Jesus ever since!

Sam and his wife Jenn are Co-Worship Pastors and oversee the Creative Arts ministry. Being Worship Pastors is a significant responsibility and something that is more than a job to them. Leading the Victory congregation in worship is so much more than singing songs or playing "good music". It is about ministering to God, giving Him glory, and leading the congregation to do the same. There’s no greater joy than loving and serving Jesus!

Sam also works full time as a Manager at AT&T and has been employed there since 1999. He married his high school sweetheart, Jenn, in 1999 and they have 3 beautiful daughters together – Makayla, Rosalyn, and Jasmine.
